In discussing with Mr Stevens the old question of the Canton-Hankow Railway, we touched on a phase which, in the event the railway is ever constructed, will be of material importance to the bondholders, viz., the possibility of the railroad making auch terminal and harbor improvements at Canton as would really tend to develop traffic over the read.

Kr Stevens referred to a treaty enacted about the time of the building of the Canton-Kowloon Railway, the affect of which might be to prevent the Chinese Govorment building tracks which, it could be claimed, would divert traffic from the Kowloon. The question naturally arises, of course, as to whether the develop- ment of Canton as a pert would so divert traffic, and I would appreciate it if you could write me, at your convenience, letting me have a copy of the treaty in question, if you have it: alen such comments as you care to make regarding the construction of the treaty.

The whole question is very indefinite, of course, but if anything is ever to be done about the Centon-Hankow Road, we want to be sure of giving the read the best possible chance to operate at a profit.
